Government First, Govt. of Karnataka for startps

designed to make the state government the "first customer" and partner for homegrown tech startup. The Govt. has allocated ₹25 crore ($3 million) to support around 100 startups over a period of three years.

Fiscal Incentives by the State of Karnataka, policy 2025-30

ELEVATE Scheme Grants: Early-stage innovative startups can receive seed funding grants of up to ₹50 Lakhs to build or scale a proof of concept (PoC).


State GST Reimbursement: Eligible startups incubated physically or virtually in government-supported incubators or Common Instrumentation Facilities (CIFs) can claim reimbursement of Net State Goods and Services Tax (SGST).


Beyond Bengaluru, startups with an annual turnover up to ₹1 Crore may get 100% SGST reimbursement for their first three years.


Government Pilot Funding: Under initiatives like Government First, GoK funds deployment-ready pilot projects in state departments, supporting up to 100 startups with dedicated financial allocations.


Patent Cost Reimbursement: Reimbursement of filing and prosecution costs up to ₹2 Lakhs for an Indian patent and up to ₹10 Lakhs for an awarded foreign patent on a single subject matter.


International Marketing Assistance: Reimbursement of up to 30% to 50% of actual costs incurred (including travel) for participating in international trade shows and marketing events.


Tier-2/Tier-3 City Incentives: Special packages for tech startups moving beyond Bengaluru, including rental expense reimbursements, power tariff concessions, and property tax rebates
